Reducing Recidivism Through Pay for Success: How Louisiana Got Started with Outcomes-Based Contracting

Recovery housing and permanent supportive housing have shown promise in reducing recidivism, addressing substance use disorders, and improving mental health—outcomes critical to the broader APPA community. This promise creates an opportunity to develop and deploy outcomes-based contracts that link funding to results. This discussion will highlight insights from both Louisiana’s Department of Public Safety & Corrections and the Hamilton County (TN) Sheriff's Office as they design and implement outcomes-based contracts that aim to reduce recidivism as part of the federal Second Chance Act. Louisiana and Hamilton County have undertaken contract design processes tailored to the communities they serve, offering two perspectives on how a “Pay for Success” contract can be structured and implemented in jurisdictions across the country.

SESSION PRESENTERS

Kyle Doran
Director, Social Finance Inc.


Kyle Doran is a Director of Advisory Services at Social Finance, where he works with governments at all levels and across sectors to explore opportunities in outcomes-based contracting. Prior to Social Finance, Mr. Doran directed program evaluation, policy research, and strategic planning projects for social impact organizations with Freedman Consulting, conducted data work for a political campaign, and served in the Peace Corps in Armenia. Mr. Doran earned an MPA from the Maxwell School at Syracuse University and a BA from Lafayette College.


Robert Vehock
Program Manager, LA Department of Public Safety and Corrections


Robert Vehock works as the Program Manager for the Louisiana Department of Public Safety and Corrections, Office of Education and Reentry. In his current role, Mr. Vehock is responsible for several Bureau of Justice Assistance (BJA) grants as well as multiple statewide reentry initiatives. Mr. Vehock’s career has spanned over 20 years and has seen him work in most areas of criminal justice. He earned his BS at University of Louisiana at Lafayette and his MPA from the Louisiana State University Public Administration Institute.


Megan Webb
Grants Coordinator, Hamilton County Sheriff's Office - TN


Megan Webb is passionate about helping organizations find creative solutions to community-felt challenges at the programmatic and policy level. As the Grants Coordinator at the Hamilton County Sheriff's Office, Megan has acquired over two million and manages over ten million dollars in grant awards that benefit Hamilton County residents and law enforcement. Megan believes that her BA in Human Services from Moody Bible Institute and Master of Public Administration from Liberty University has prepared her for this important advocacy role within the greater Chattanooga community.
