Out of Office, Into the Community: Using Mobile Services to Bring Services & Safety Directly to Probationers in Placer County

Learn new innovative approaches to remove barriers and increase services for justice-involved people in your community, particularly the unhoused and those with transportation barriers. Placer County Probation Department unveiled their Probation Outreach Vehicle (POV) in late 2021. The POV facilitates connecting justice-involved people to the accountability and opportunity needed to transform their lives and build positive ties to their communities. The POV provides a mechanism for your team consisting of a Probation Officer and a Health and Human Services Practitioner to meet with clients who do not have the means or ability to go to County facilities for appearances and services. The POV was featured in several local, national and international news stories. This workshop will provide an overview of an innovative approach to connecting with people while changing lives and making a difference in your community and enhancing safety.

Marshall Hopper is currently the Chief Probation Officer for the Placer County Probation Department in California. In his current role, he is responsible for developing, implementing, and administering numerous grants, programs, and services designed to promote community change. Over the last 32 years, Marshall has worked in several divisions and assignments in the field of probation, working his way through the ranks to the position of Chief. Marshall is a member of the Chief Probation Officers of California where he previously served as chair of the Sacramento region, holds a bachelor’s degree in Criminal Justice and a master’s degree in Executive Public Administration.
