David is a nationally recognized expert in the field of offender tracking and GPS evidence. David has over 37 years of law enforcement experience and has testified across the country as an expert witness in matters related to offender tracking evidence. David was the lead practitioner on the U.S. Department of Justice Offender Tracking Standard Committee. David has authored and co-authored National Institute of Justice publications on offender tracking technology and offender tracking evidence protocols. David is a Senior Vice President at Sentinel Offender Services and oversees their channel partners.
