Innovative Policies in Action: Making Probation and Parole Smaller, Less Punitive, and More Hopeful, Equitable and Restorative

Three years after its inception, EXiT: Executives transforming probation and parole has been at the forefront of advocating for probation and parole to be smaller, less punitive, and more hopeful, equitable and restorative. This workshop will provide an overview of the twelve foundational EXiT policy aims and examples of how former and current probation and parole leaders have worked in their jurisdictions to achieve these policy aims. Presenters will provide attendees with strategies and potential avenues for leadership, policy and partnership to transform their probation/ parole agencies.

SESSION PRESENTERS

Dr. Brian Lovins
Principal, Justice System Partners


Dr. Lovins earned his PhD in Criminology from the University of Cincinnati. He is currently president-elect for the American Probation and Parole Association (APPA). Prior to JSP, Dr. Lovins worked for Harris County CSCD as the assistant director. He was tasked with developing and implementing agency wide change plans to drive increased successful completion rates. In addition, he was the associate director for the University of Cincinnati's Corrections Institute, the School of Criminal Justice's training and research department. He has developed a state-wide juvenile risk assessment (Ohio Youth Assessment System: OYAS) and adult risk assessment (Ohio Risk Assessment System: ORAS), as well as validation of a series of pretrial risk assessments. Dr. Lovins has been invited to present to over 200 agencies and routinely delivers trainings on the principles of effective intervention, risk assessment, and the delivery of cognitive-behavioral interventions.


Mr. Andrew Peck
Undersecretary of Public Safety, Massachusetts Executive Office of Public Safety


Andy Peck is the Undersecretary of Criminal Justice-Massachusetts Executive Office of Public Safety. Since January 2019, Peck has served as the Undersecretary of Public Safety for Criminal Justice for the Executive Office of Public Safety in Massachusetts and is responsible for policy, budgetary and the operational oversight of the Massachusetts Department of Correction, Massachusetts Parole Board and the Massachusetts Sex Offender Registry Board. He currently chairs the Committee on Restrictive Housing as well as the Restorative Justice Committee.
