Restorative Justice in Corrections, Probation and Parole

This workshop will provide an overview of several types of restorative justice programs and practices. It will compare and contrast the various models. Outcomes from the programs will be discussed including lower recidivism and increased restitution payments. Satisfaction levels of participants will be covered. Examples of the various programs being utilized in criminal justice systems will be discussed. Examples of cases will be described. Goals and objectives will be covered.

Herb has been a member of APPA for decades and is the Region 1 Representative and serves on the Program Committee for the August 2021 APPA Training Institute. He has been a member of NECCD (New England Council on Crime & Delinquency) - an APPA affiliate, for decades, having been state chair and vendor chair. Herb was raised on Long Island, New York close to New York City. He worked for years in a Vermont Correctional facility as a correctional counselor and in several supervisory positions. He worked at Vermont Probation and Parole for over 30 years in several positions at a rural and an urban office in Vermont's largest City, Burlington. He worked with low to high risk units including Intensive Supervision. Herb was the Reparative Probation and Community Resource Coordinator for the Northwest quadrant of Vermont. He taught at Champlain College and a high school Intensive class for non-traditional learners. Herb earned a Public Administration Master’s degree from the University of Vermont (UVM) while working full time at P&P. He graduated with a Vermont Public Managers degree. He does consulting and works on his properties. He is committed to helping APPA and NECCD grow and develop.
