Probation has roots in both Europe and the US dating back to the middle of the 19th century. Over the years, probation has grown and developed on both continents in similar and different ways. This workshop will briefly review the history, and then explore the current philosophies, missions and structures of probation in Europe and the US, with an emphasis on how they affect the implementation of evidence-based practices.

SESSION PRESENTERS

William D. Burrell
Consultant, Independent Corrections Management, Burrell Consulting, LLC


William D. Burrell is an independent corrections management consultant specializing in community corrections, evidence-based practices, performance measurement, public management and organizational change. He has consulted, and developed and delivered training for probation and parole agencies at the federal, state and county level across the country. From 2003 to 2007, Bill was a member of the faculty in the Department of Criminal Justice at Temple University in Philadelphia. Prior to joining the Temple faculty, he served for nineteen years as chief of adult probation services for the New Jersey state court system.


Ioan Durnescu
Professor, University of Bucharest


Dr. Ioan Durnescu is a professor at the University of Bucharest in the Faculty of Sociology and Social Work. He previously worked for the prison and probation service in Romania and authored the book "Core Correctional Skills: The Training Kit." Based on this book, he has provided training in many European countries such as Spain, Slovenia, Romania, Moldova, Ukraine, and more. Recently, he launched an education and training app called "Correctional Science for Practitioners." His motto is: "Better correctional officers have better clients!"
