Nevada Parole and Probation Embedded Officer Concept: Balancing Enforcement and Community Policing

The Nevada Parole and Probation (NPP) Division partners with county, state, and federal law enforcement agencies to foster information sharing and build collaborative relationships. These relationships help protect the community and improve public safety. Parole and Probation officers act as a liaison between NPP and the various law enforcement agencies. Together, we address crime hotspots, decrease violence, and reduce parole and probation violations. NPP officers attend agency briefings, weekly crime fighting meetings, and conduct monthly operations focusing on crime reduction and intelligence. Nevada Parole and Probation officers also aim to engage with the community, build trust, and create a positive environment by attending community events to promote community policing within their jurisdiction. The embedded program has been very successful in the Las Vegas valley with current partnerships with multiple Las Vegas Metropolitan Police Department area commands, North Las Vegas Police Department, City of Henderson Police Department, ATF and DEA.

SESSION PRESENTERS

Eric Chandler
Sergeant, NV Dept of Public Safety Parole & Probation


Sergeant Eric Chandler started his career with the State of Nevada in 1999. He transitioned to law enforcement in 2007 with the Nevada State Police, Division of Parole & Probation, where he worked in Rurals, Gangs, House Arrest and as the Division’s representative at the Parole Board. He was assigned to both the US Marshals Fugitive Task Force and the FBI Criminal Apprehension Team. These task forces primarily focused on fugitive apprehensions of violent offenses. As an officer, Sergeant Chandler was a Training Officer who trained numerous new officers during their field training. Sergeant Chandler currently supervises officers in the Embedded Units, who are assigned to the FBI, Las Vegas Metropolitan Police Department (LVMPD) Gangs, LVMPD Northeast Area Command and North Las Vegas Police Department. Sergeant Chandler has a bachelor’s degree in Human Services from the University of Phoenix and has attended the US Marshals High Risk Fugitive Apprehension training at the FLETC facility in Georgia.


Shannon Serena
Lieutenant, NV Dept of Public Safety Parole & Probation


Shannon Serena started his career in law enforcement in 2004 with the Ohio State Highway Patrol. In 2008, he joined the Nevada State Police, Highway Patrol Division where he worked as a trooper, motors unit, and eventually was promoted to sergeant over the motor’s unit. He was involved in numerous high-profile cases to include the 2015 Bundy Ranch Standoff, where he was awarded the Meritorious Service award by Highway Patrol and the Unit Medal of Valor by the Las Vegas Metropolitan Police Department (LVMPD) for his actions and testimony. While a trooper, he was a lead trainer in Defensive Tactics and MACTAC. Lieutenant Serena joined the Division of Parole and Probation as a lieutenant in 2018. He currently supervises operations and the Embedded Units, growing it from two officers in one area command to 17 officers within 8 area commands, three county and city police departments, and two federal agencies. Lieutenant Serena is a University of Virginia graduate with a Master’s in Public Safety and a Minor in Psychology. Shannon graduated from the FBI National Academy in 2022, attending Session 284. He is a Certified Public Manager and an active peer support member.
