Alternatives to Traditional Congregate or Group Home Care Probation Academy Programs

Structured “academy” treatment programs focus on youth who are unable to safely remain in their homes and offers an important alternative to the traditional congregate or group home care. Combining a local secure setting with intensive treatment that is trauma-informed, individualized, utilizes evidence-based practices, family treatment, education, and opportunities for participation in pro-social replacement activities including community service, part-time employment, mainstream schooling, and pro-social supports. This workshop details how the San Luis Obispo and Shasta County Probation Departments developed comprehensive, homelike residential treatment and education programs for youth who would have otherwise been sent to group homes or far from their county of residence away from their community connections. Keeping probation youth in their communities has enhanced family involvement and transition planning services, such as home passes and linkages to Wraparound services and lowered risk. Both programs have seen great success, a reduction in recidivism, and youth transitioning into healthy young adults."

Jeremy Kenyon
Division Director, Shasta County Probation


Jeremy Kenyon is the current Juvenile Division Director of Shasta County Probation Department. After earning his BA degree from Morningside College in Social Science, Director Kenyon entered into public service. Director Kenyon has worked in the field of probation services and community corrections since 2006, and spent the entirety of his 15 year career at the Shasta County Probation Department working in both the Adult and Juvenile Divisions. After working himself through the ranks of line staff, he was promoted to Division Director three years ago. Director Kenyon seeks, develops, and implements innovative and creative ways to problem solve, and challenges staff to utilize better methods to facilitate change in the life of those impacted by the Criminal and Juvenile Justice Systems. He is committed to building partnerships with community partners, promoting evidenced based programming, and utilizing technology to help improve the lives of all in the community to which he is a part.


Robert B. Reyes
Chief Probation Officer,


Robert Reyes was appointed as the Chief Probation Officer for San Luis Obispo County on October 17, 2020. He was hired by the Probation Department in 1998 and has served in a variety of assignments including Deputy Probation Officer, Supervising Deputy Probation Officer, Training Manager, and Chief Deputy Probation Officer. Robert was the Assistant Chief Probation Officer from August 2015 to October 2021. As the Chief Probation Officer, Robert has focused on communication and transparency with Probation Department employees through “Coffee and Conversation with the Chief”, regularly scheduled conversation sessions where all employees are invited to bring questions and ideas to him in an informal setting. Additionally, Robert has invested into employee leadership department through a series of leadership talks where local leaders are invited to speak on a variety of leadership topics, the establishment of a leadership development plan, expansion of training opportunities, and the adoption of intent-based leadership practices. Robert established the Department’s 1st canine service program for the detection of narcotics and firearms to improve public and officer safety, a partnership with local hotels to serve unhoused probationers, and the development of a specialized foster home program for probation youth. Robert currently serves on the Executive Committee of the Chief Probation Officers of California (CPOC) as the Central Region Chair and is a member of CPOC’s Legislative, Juvenile Services, Training, and Force Options committees. During his 24-year career Robert established a field and facility training program for new officers. He implemented room extraction training that reduced the frequency of injuries to officers and use of force incidents for three consecutive years in the Juvenile Hall. Additionally, Robert has contributed to enhancing the quality of officer training by implementing an integrated arrest and control/defensive tactics system, active shooter training for armed probation officers, advance field tactics training, tactical communication, and evidence-based practices. Robert earned his master’s degree in Public Policy (2010) and Bachelor of Arts in Political Science (1995) from Cal Poly, San Luis Obispo. Carla Stevens
Director, Shasta County Probation


Carla Stevens is the Division Director of the Shasta County Probation Department Juvenile Rehabilitation Facility. Director Stevens began a career in the field of probation and community corrections after earning a Bachelor of Science degree in Criminal Justice from Sacramento State University. Since 1994 she has worked for Shasta County Probation in multiple assignments in both adult and juvenile services. In 2019, she was promoted to Division Director of the Juvenile Rehabilitation Facility. She is committed to utilizing best practices in providing rehabilitative services for both youth and adults. Throughout her career she has assisted with developing programs and expanding transitional and pro-social support services both in the community and detention facility. She is dedicated to creating a foundation for rehabilitation and successful transitions back into the community.
