The Strongest Link to Positive Outcomes: Case Planning

Many agencies have said that the most difficult part of implementing evidence-based practices is linking the information obtained during the assessment process to a case plan and then using the plan as a roadmap during community supervision. Indeed, the APPA Past Presidents have found this to be true helping agencies use the APPA Building and Sustaining an EBP Organization Checklist. Case Planning is the cornerstone on which agencies measure EBP success or failure. Learn the critical characteristics of effective case planning, including identifying the criminogenic needs that drive the person's behavior. Examples of agencies who have highly developed case planning will be discussed and examples shared with the class.

Susan Burke
Executive Director, The Carey Group


Susan Burke is the Executive Director for Carey Group, Consulting and Publishing, a practitioner-led justice consulting firm dedicated to advancing research-informed practices and tools to improve system outcomes and community well-being. Susan has over 30 years of experience working in the justice field, implementing and leading change efforts as a probation executive, head of a state juvenile corrections agency, and public policy specialist. She is the past president of the American Probation and Parole Association (APPA) and the 2020 recipient of the APPA Walter Dunbar Memorial Award. Susan is a subject matter expert on justice system reform and practices and an executive coach for justice system leaders. In 2022 she was elected president of the National Association of Probation Executives.


Scott M Taylor

Scott has worked for 47 years in the field of Corrections. He has worked in juvenile and adult institutions, run a Residential Center, served as a counselor, probation and parole officer, supervisor, and as both a County and State Director of Probation and Parole in Oregon. He is a Past Treasurer and President of the American Probation and Parole Association (APPA). He was the recipient of the APPA Walter Dunbar Memorial Award, coordinated the 2nd World Congress on Probation. He is the Past President of the Luke Center for Catalytic change, the Mayor and City Counselor for Camby, Oregon. He has served as a consultant for the National Institute of Corrections and the National Center for State Courts, SCRAM, and several state and local Probation and Parole Operations. He is one of the principles of JustUs Consulting.


Ray Wahl
Founder, Justus Consultants


Ray has worked in the field of community corrections for 45 years. He has served as the Director of Utah Adult Probation and Parole and the Utah Juvenile Court Administrator, who oversees the operation of juvenile probation. He has delivered consulting services in several states and internationally. He retired from the Utah Courts in July 2019 after serving twenty years and most recently as Deputy State Court Administrator for the last eight years. He has been a lifelong member of the American Probation and Parole Association and served as President from 1999 to 2001. He received the APPA Walter Dunbar Memorial Award in 2008 and the National Association of Probation Executives Executive of the Year in 2011. He has served on various committees and been a consultant for the National Institute of Corrections, the National Council of Juvenile and Family Court Judges and the National Center for State Courts. He is one of the principles of JustUs Consulting.
