EBP Communication Strategies in a World of Information Overload

Implementation of evidence-based practices holds the promise to reduce recidivism, change people’s lives in positive ways, and to make our communities safer, but it’s challenging, time consuming and difficult at times. So how do you sell it to your staff and stakeholders? The words we use are critical to success or failure in the implementation process. Utilizing concepts such as messaging triangles, leaders and stakeholders can communicate core messages in a concise, unified manner. The development of resources such as communication toolkits, research briefs, and well thought out email blasts can assist greatly during the implementation process. The workshop will focus on how these tools and others have been utilized in the county probation system in Pennsylvania and how other jurisdictions, both large and small, can utilize a similar framework to implement any major project.

SESSION PRESENTERS
April J Billet-Barclay
Director of Probation Services, York County Adult Probation
April J. Billet is the Chief Probation Officer in York County, PA where she has served for 20 years, she oversees adult and juvenile probation and pretrial services. Ms. Billet is currently the chair of the York County Criminal Justice Advisory Board. She is an active member of the community participating in various initiatives to reform the criminal justice system including establishing the Crisis Intervention Team (CIT) for law enforcement, implementation of evidence-based practices in probation, the Group Violence Intervention (GVI) initiative in the City of York, pretrial diversionary efforts, Stepping Up, the York County Reentry Coalition and work on the Community Action for Recovery and Diversion (CARD) effort to expand diversion options for individuals with addiction and serious mental illness from the criminal justice system. Ms. Billet is currently the President of the County Chief Adult Probation and Parole Officers Association of Pennsylvania (CCAPPOAP) and chair of the statewide Evidence-Based Practices Leadership Committee and is appointed to the County Adult Probation and Parole Advisory Committee (CAPPAC) within the Pennsylvania Commission on Crime and Delinquency and serves as an appointed member of the State Interstate Compact Office. Ms. Billet has extensive experience writing and maintaining local, state, and federal grants.
Rick Parsons
Deputy Director, The Carey Group
Rick Parsons joined Carey Group in 2022 as deputy director after 30+ years of probation and parole experience in two Pennsylvania counties. In addition to his leadership roles at the county level, he served on the Governor’s Advisory Board of Probation, the executive board of the County Chief Adult Probation and Parole Officers Association of Pennsylvania, and the Pennsylvania Evidence-Based Practices Implementation Team. He specializes in identifying organizational roadblocks and facilitating needed organizational changes. Rick’s career began in the Adult Probation and Parole Department of Montgomery County near Philadelphia. As an officer, he developed expertise in supervising sexual offenders and treatment courts operations. He co-founded a consulting firm to offer training primarily focusing on the management and treatment of individuals who sexually offend and retired as deputy chief in 2015. In 2016, Carbon County, PA hired Rick as the chief of Adult Probation and Parole. He facilitated rapid organizational modernization to upgrade departmental supervision practices through continuous training and technological innovation. During his tenure, the department nearly doubled in size due to strategic identification of grant funding opportunities. His experience provided notable improvements to the county’s criminal justice processes as well as to the prison and supervised populations.
