Building high functioning pretrial services is a complex endeavor which requires focus to implement practices which are legal and evidence based and known to increase the primary pretrial justice outcomes of public safety and court appearance of the released defendant population. This workshop will focus on approaches the National Institute of Corrections has defined as the fundamentals of an effective pretrial justice system and pretrial services agency. This presentation will describe the essential elements necessary to improve pretrial outcomes within your pretrial services department. Participants will be guided through a gap analysis of the essential elements which will serve as a resource for practitioners and policy makers when they return to their jurisdictions.

SESSION PRESENTERS

Lori Eville
Correctional Program Specialist, National Institute of Corrections


Lori Eville has more than 20 years of public service experience in justice systems at the Federal, State and County levels, including leadership positions administering, planning and instructing pretrial, probation and parole evaluations and operations. She has supervised specialists and managers in criminal justice and social services to use knowledge of laws, organizational structure, mission, functions and interrelationships among criminal justice entities to reach pretrial, probation, court services program, and criminal justice performance outcomes. As a Correctional Program Specialist working with the National Institute of Corrections, she has lead strategic change throughout state and local criminal justice systems nationwide as the Evidence-Based Decision Making (EBDM) Initiative Manager, by increasing the capacity of stakeholders to make collaborative and evidence based decisions within their jurisdictions. Additionally, she manages the pretrial justice portfolio where she has developed and trained over 500 Pretrial Executives at NIC’s “Orientation for New Pretrial Executives” as well as providing technical assistance to jurisdictions throughout the U.S. She has trained extensively on the topics of Pretrial, Probation and Parole evidence based practices to criminal justice stakeholders, including judges, prosecutors, defense, sheriff, police chiefs, probation chiefs, county commissioners and elected officials.


Spurgeon Kennedy
Vice President, National Association of Pretrial Services Agencies


Spurgeon Kennedy brings over 38 of experience in pretrial services programming, jail overcrowding, strategic planning and outcome and performance measurement. As the current Vice President of the National Association of Pretrial Services Agencies, Spurgeon helps coordinate the Association’s technical assistance to states and localities and the development of NAPSA’s Standards and practices on pretrial justice. As the former Director of the Office of Strategic Development of the Pretrial Services Agency for the District of Columbia (PSA for DC), Spurgeon led the Agency’s strategic planning initiatives and efforts to implement evidence-based practices and innovations. Spurgeon also has served as Programs Manager with the U.S. Department of Justice’s National Institute of Justice (NIJ) and Senior Associate with the Pretrial Services Resource Center (PSRC, now the Pretrial Justice Institute). Spurgeon has provided technical assistance and support to organizations such as the Office of Justice Programs, the American Bar Association, the National Institute of Corrections, the Annie E. Casey Foundation and the Edna McConnell Clark Foundation.
