Jacey Rader

Jacey Rader was appointed as Assistant Deputy Administrator of the Administration & Operations Division in May of 2018. Jacey serves as the Deputy Compact Administrator for the Interstate Compact for Adult Offender Supervision (ICAOS) and as the Commissioner of the Interstate Commission for Juveniles in the State of Nebraska. Jacey graduated from the University of Nebraska at Lincoln in 2002 and has a bachelor’s degree in Criminal Justice. She began her career with probation in 2004, and served as a probation officer until 2013, when she was promoted to Compliance Officer with the Administrative Office of Probation. In 2014, she was appointed to the Deputy Compact Administrator position with the Interstate Commission for Juveniles. In 2020, Jacey received the Nebraska Supreme Court Employee of the Year award and was elected as the ICJ Commission Chair and served for two years. Jacey has served as the Compliance Committee Chair for the ICJ in 2018, 2019, and 2022.

Sally Reinhardt-Stewart

Sally Reinhardt-Stewart is the Compact Commissioner for the state of Nebraska, appointed in October 2020, and serves as Chair of Nebraska’s State Council. She is the Deputy Compact Administrator for Parole, having been appointed in August 2009. She serves on the Training, Education, & Public Relations Committee and Tribal Best Practices Workgroup with the Interstate Commission for Adult Offender Supervision (ICAOS). Sally is a graduate of Kansas City Business College and began her career in Nebraska Corrections in 1984, serving as an assistant to the Director for nearly 22 years. From mid-1998 to June 2006, she served as the Agency’s Legislative Liaison. From June 2006 until March 2008, she served as Legislative Liaison and Constituent Services contact with the Legislature for the Washington Department of Corrections in her position as Special Assistant to the Secretary. In May 2008 she returned to Nebraska Corrections and in October of that year joined the Parole Compact Office. In July 2016, Parole was placed under the authority of the Nebraska Board of Parole. Ms. Reinhardt-Stewart was a recipient of an Excellence in Leadership Award for the state of Nebraska in 2018 and is a member of the American Correctional Association (ACA).

Susan Barnard

Susan Barnard serves as the Interstate Compact/Interdistrict Transfer Coordinator for the Administrative Office of the Courts and Probation.  She began her career with probation in 2014 serving as the Office Manager for the Administrative Office of the Courts and Probation, reporting to the Probation Administrator. In 2020, she was promoted to her current position. She manages the day to day operations related to Adult Compact. In addition her role in the Compact office, Susan helps lead the Nebraska Judicial Branch’s Peer Support Team, which helps employees and provides ongoing support for wellness and resiliency. She holds a Bachelor of Science Degree in Criminal Justice from Peru State College. Susan is a member of the American Probation and Parole Association.
