Jack Martin, former director of the Clark County Department of Juvenile Justice Services, has served more than three decades in law enforcement, both in the adult and juvenile arenas. Mr. Martin began his career in California before transitioning to Arizona and Hawaii as a subject matter expert rebuilding troubled correctional systems experiencing rampant civil rights violations. Mr. Martin has also served on the Southern Nevada local workforce board as Vice Chair, Program Chair, and operational expert. He has developed numerous reentry programs utilizing blended funding streams and looks forward to sharing his 30+ years of experience building workforce opportunities for our second-chance citizens.

Cheryl Wright, a licensed clinical social worker, has dedicated her career to supporting underserved youth and families in community supervision and behavioral health systems. She earned her bachelor’s degree in Sociology with a focus on Chemical Dependency from Pitzer College and her master’s degree in Social Work from the University of Nevada, Las Vegas. Ms. Wright spent the majority of her career with the Clark County Department of Juvenile Justice Services, where she held multiple leadership roles, including oversight of mental health and medical services. She later served as Deputy Director, managing diversion, prevention, and early intervention programs focused on improving outcomes for youth and families. She has contributed to several cross-system initiatives, including the Clark County Children’s Behavioral Health Consortium, the Clark County School Justice Partnership, and the National Assessment Center Association Board. Currently, Ms. Wright serves as an advisory board member for a Las Vegas-based nonprofit organization, maintains a limited therapy practice, and provides consulting and clinical supervision services. She is also co-founding ventures focused on brain health and developing intake assessment tools to streamline processes across medical and mental health settings

Robert Ambroselli is the director of product for Enterprise Supervision within the Courts and Justice Division of Tyler Technologies, where he leads product strategy, vision, and execution for Tyler’s supervision platform used by county and statewide justice agencies. In his role, Robert partners closely with clients to design and deliver technology solutions that improve case management, streamline operations, and enhance outcomes for justice-involved individuals. With over 35 years of experience in public safety, probation, and parole, Robert brings a practitioner’s perspective to product innovation. Before joining Tyler, he served as Assistant Chief of the Office of Correctional Safety for the State of California and was appointed Director of State Parole by Governor Arnold Schwarzenegger. His deep operational expertise and leadership experience in community corrections inform his approach to developing modern, data-driven tools that support agencies in achieving safer, more efficient supervision practices.

Charles Thomas has more than 15 years of experience in the Department of Corrections (DOC) space, bringing a strong operational and leadership background to correctional services. He previously served as Vice President of a national commissary company, where he led the planning, implementation, and ongoing support of commissary programs for correctional facility clients. Mr. Thomas managed multidisciplinary teams working both within and in support of correctional institutions, including professionals across IT, warehouse operations, logistics, accounting, and program management. His work focused on ensuring efficient service delivery, maintaining operational integrity, and supporting the unique needs of correctional environments. In addition to his corrections experience, Mr. Thomas holds a Bachelor of Business Administration from the University of La Verne, further supporting his expertise in business operations and management.

Michael Laughlin holds a master’s degree in counseling/guidance and is a former Senior U.S. Pretrial/Probation Officer/Specialist, later serving as a County Manager over Jail Diversion, Pretrial, and Criminal Justice systems in multiple jurisdictions. He is the past President of Texas Association of Pretrial Services and currently serves on the Professional Development Committee. Additionally, Mr. Laughlin is a Licensed Professional Counselor-Supervisor, Licensed Chemical Dependency Counselor, and nationally Certified Pretrial Release/Diversion Professional, as well as a Global Career Development Facilitator and Offender Workforce Development Specialist-Instructor.

Before joining Tyler, Ellen Reed spent 10 years working in the legal system in various roles as a private paralegal, a pro bono program coordinator with the King County Bar Association, and a program lead at the Washington State Bar Association. She started working with Tyler in 2020 as a product analyst and is currently the Director of the Justice Data Team in the Data & Insights division. Ellen’s team focuses exclusively on building data and analytics products for courts and public safety agencies; daily activities include working directly with court and public safety personnel to identify key performance indicators, model and validate data, use data in strategic decision-making, connect data from diverse source systems, and develop advanced analysis capabilities.

In 2021, Ellen earned a Master of Science degree in Human-Centered Design and Engineering from the University of Washington School of Engineering. Outside of Tyler, Ellen teaches Legal Technology in an ABA-approved paralegal program and is active in many legal regulatory boards and committees. Current affiliations include Washington state’s Access to Justice Technology Committee and the Practice of Law Board.

Brian Passenheim began his career with the Placer County Probation Department in 2004 as a Deputy Probation Officer, starting at the Juvenile Detention Facility. A graduate of Woodcreek High School in Roseville, California, Brian launched his career as a Correctional Officer with the Brookings County Detention Center in South Dakota. He earned a Bachelor of Arts in Sociology from South Dakota State University in 2001, with minors in Criminal Justice and Spanish. Following his undergraduate studies, Brian served as a Parole Agent with the South Dakota Department of Corrections before returning to California to continue his public service. Throughout his tenure at the Placer County Probation Department, Brian has promoted through every rank, demonstrating strong leadership and a commitment to excellence. He served as Assistant Chief Probation Officer from 2021 until his appointment as Chief Probation Officer in March 2025. In addition to his leadership roles, he has held a wide range of responsibilities including Background Investigator, Field Training Officer, Public Information Officer, Safety Officer, Co-Coordinator of the CSEC team, and Evidence Room Manager. In 2023, Brian earned a Master of Science in Law Enforcement and Public Safety Leadership from the University of San Diego. Brian is passionate about serving the community and is honored to lead the department in its mission to enhance public safety, promote rehabilitation, and support positive change throughout Placer County.

Dean Dittmann began his IT career over two and a half decades ago in the private sector as an end user support technician. Working for a small business, he worked his way through the ranks from service to sales and eventually becoming the location manager in California’s Central Valley. Seeking a new challenge, Dean joined a start-up company specializing in data services, telephony and converged networks. While with this company, Dean carried out a variety of roles doing everything from pulling cable to programming complex phone systems and configuring converged networks supporting computer-telephone integration. When presented with the opportunity to work for a Fortune 50 company, Dean left the startup and joined PepsiCo where he honed his skills managing enterprise-wide IT and network projects eventually serving as Senior Technician in the California region.
